Because they use water that all of the roommate pay for, I want to make it fair to everyone but there is no way to determine exactly how much more water the garden uses.
Should I charge them a full portion of the bill (ie if there are 3 renters and 1 gardener, charge everyone 25% of the bill each month)?
Should I charge them a flat fee? If so, how much?
The garden is 13′x10′.

There is no standing water in my garden or flower pots, but when I go to turn the pots so they get rounded sun, tons of masquitos fly from behinde, and around them, same for my garden, If I touch anything, masquitos. We live in an area of northern Ohio that has extremely fertile farm. The soil is dark brown/black and not very much if any clay. We have high sulphur in our water so I’m assuming that the ground has a high sulphur content as well.

It seems to me that garage-based hydroponics might be more effective than planting a victory garden. In a moderate climate, what does it take to operate a hydroponic vegetable garden at home?
